Fed: Big business calling for end of payroll tax
Big business plans to rev up a campaign against payroll tax .. saying an impost on
jobs makes no sense in the current economic climate.
Australian Chamber of Commerce and Industry chief PETER ANDERSON says he's disappointed
changes to payroll tax haven't been considered as part of the debate.
He's told the National Press Club the latest federal government forecast of seven per
cent unemployment by 2009/10 should set alarm bells ringing.
ACCI is calling on the commonwealth .. state and territory governments to work together
to first reduce and then eliminate the state tax .. which would cost around 14 billion
dollars to abolish altogether.

SA:International tourists spend more in SA
ADELAIDE, Dec 7 AAP - International visitors are spending more in South Australia despite
the gloomy global economy, providing a boost to the state's tourism sector.
Figures from Tourism Research Australia show international visitor spending was up
4.7 per cent in SA over the past 12 months, to $756 million.
That put spending since 2007 up by 57 per cent.
Tourism Minister Gail Gago said the increases showed local tourism operators were adjusting
to the challenges and opportunities presented by economic instability in Europe and the
growth in the Asian tourist market.
"There is no doubt that instability in the global financial markets is impacting the
Australian and South Australian tourism industries," Ms Gago said.
"But these figures show the resilience of our industry and its ability to grow despite
external pressures."
The South Australian Tourism Commission has invested in a series of international marketing
campaigns aimed at growing the state's market share, particularly in Asia.
Next week it will launch a Chinese language version of its new website, which is a
one-stop-shop for researching, planning and booking a holiday.

NSW:Three new faces in NSW cabinet
SYDNEY, April 3 AAP - NSW Premier Barry O'Farrell's first cabinet has been sworn into
office, with three new faces introduced as part of a shake-up of ministerial departments.
Mr O'Farrell declared his 22-member leadership team balanced, experienced and ready
to start delivering change, adding that he now hoped to recall parliament before Easter.
He had to fend off questions about the dumping of Liberals Catherine Cusack and Greg
Aplin and National Melinda Pavey, all of whom served in the shadow ministry but who did
not make the cut on Sunday.
"It's a team that's balanced, it's a team that matches people with the right jobs,
it's a team that reflects the electoral reality that came out of (the state election),"
Mr O'Farrell told reporters.
"It seeks to balance interests between the upper and lower house, seeks to balance
between country and city, it seeks to balance across the city".
Among the departmental changes announced on Sunday was the creation of eight so-called
"super-ministries".
As part of the shake-up, National Party leader Andrew Stoner, who held the roads portfolio
in opposition, becomes trade and investment, regional infrastructure and services minsiter.
Other expanded ministries includes that of Mike Gallacher as police and emergency services
minsiter.
Five new regional cabinet portfolios have also been created to represent the state's
west, Central Coast, north coast and the Hunter and Illawarra.
Mr Stoner was pragmatic about losing his roads and ports job, as he was about the fact
there are seven National Party MPs in the cabinet compared with eight in the shadow ministry.
"Of course I would have liked to have seen a stronger representation of Nationals in
the cabinet," Mr Stoner told reporters.
"But the electoral reality is that there was a massive swing to the Liberal Party,
there are huge numbers of Liberals now in the parliament."
The coalition holds 69 of the 93 seats in the Legislative Assembly, with the vast majority
taken by Liberal MPs following last week's state election.
On losing his roads and ports portfolio, Mr Stoner added: "I would've liked to have
held on to roads and ports, but we've got huge challenges, that's a full-time job in itself."
The coalition's upper house leader Duncan Gay takes the roads and ports job.
Robyn Parker, Graham Annesley and Victor Dominello are the new faces in the cabinet.
Ms Parker, who had served in the upper house but is newly elected to the lower house
as the member for Maitland, has been appointed environment and heritage minister.
Mr Annesley, a former rugby league referee and NRL chief operating officer who is
the newly elected member for Miranda, is the sport and recreation minister.
Mr Dominello, the member for Ryde who was not in the shadow cabinet, has been appointed
minister for citizenship and communities and minister for Aboriginal affairs.
Mr O'Farrell defended his decision to not select Ms Cusack, Ms Pavey or Mr Aplin for
his leadership team.
"When it comes to forming a coalition frontbench it is a matter of proportion," he said.
"That means one of the National members had to go off.
"I had to make some tough decisions."
Mr O'Farrell was also forced to defend having only five women in the cabinet.
"We promote on the basis of merit, the fact is that the parliament on all sides is
under-represented in terms of women, what we've done is ensure that women are in some
of the most senior portfolios in the cabinet," he said.

FED:Stevens defends Bankwest merger
CANBERRA, Dec 13 AAP - Reserve Bank governor Glenn Stevens has defended advice he gave
the competition watchdog ahead of the sale of Bankwest to Commonwealth Bank of Australia
Ltd in 2008.
The sale of Bankwest, and of St George Bank to Westpac, have been criticised for reducing
competition in the banking market.
Mr Stevens, facing a Senate inquiry hearing into banking competition on Monday, said
Bankwest was in a situation where its parent company in the UK - HBOS - was struggling.
Bankwest was going to be sold one way or another, he said.
"I think in the environment that we were in, you don't want an institution with a weakened
parent to be sort of twisting in the wind while they work out in the UK what they are
going to do," Mr Stevens told the hearing.
"That was the situation we were facing."
Mr Stevens said stability was the key during the depths of the global financial crisis
and the Commonwealth Bank had been found as a potential buyer.
"Were I to be faced with that situation again, I don't think you have much but to err
on the side of stability," he said.
In normal circumstances, debating competition was a luxury and that was the job of
the Australian Competition and Consumer Commission.
"In situations of potential crisis it's our job to try and preserve stability, which
is what we sought to do."
Mr Stevens could not recall whether he had offered advice on the merger between Westpac
and St George.

SYDNEY, Aug 5 AAP - Police will spend a fifth full day searching waterways and bushland
for missing six-year-old Kiesha Abrahams on Thursday, with detectives tight-lipped about
any potential new leads after interviewing her parents.
Kiesha's mother, Kristi, her stepfather Robert Smith and her biological father Christopher
Weippeart spent several hours being questioned at Mount Druitt police station on Wednesday
night.
But State Crime Command will not comment about any new leads the interviews may have
thrown up, adding that police divers and officers would continue searching the area in
western Sydney.
"There's nothing that's really being commented on at this stage," a State Crime Command
spokeswoman said when asked if there were new leads in the case.
Door-to-door inquiries would also continue on Thursday, she said.
Earlier on Wednesday Ms Abrahams pleaded with the public to stop judging her.
This followed widespread reports about Kiesha's early childhood, her attendance record
at school and the family's involvement with government agencies.
"They need to stop judging me, they don't know me," a visibly distressed Ms Abrahams
said during an interview with Seven Network.
Mr Weippeart said he was preparing for the worst, but remained hopeful.
Kiesha's mother told police she last saw her daughter when she tucked her into bed
at their Mount Druitt home on Saturday night.
She was reported missing the next morning, sparking four full days of searches involving
hundreds of emergency service workers and volunteers.
A candlelight vigil was held for Kiesha outside her home in Woodstock Avenue on Wednesday night.

BRISBANE, Aug 13 AAP - A street south of Brisbane will keep its multicultural name
after a petition to change it sparked criticism.
Residents in the Logan city suburb of Boronia Heights signed a petition to change a
street name from "Punjab Place" to "Oak Tree Place".
The proposal came from the directors of the Oak Tree Lifestyle Retirement Village,
which dominates the street.
But director Marco De Pasquale said he had withdrawn the petition from Logan City Council
after negative publicity.
Mr De Pasquale said the change was only proposed as a tool to promote the village,
not because the name "Punjab" was disliked.
"It's a lesson to us and we will learn from it and will be more sensitive in future,"
he told AAP.
Premier Anna Bligh said the street name represented the state's multicultural make-up.
"One of the greatest strengths of our people is that they come from all over the world,
from all parts of the earth," she told reporters.
"... They're very welcome and that should be reflected in the public life of our state,
whether it's street signs or in other ways."

SYDNEY, April 26 AAP - Brilliant sunshine greeted racegoers at Randwick for Derby Day,
with two weeks of incessant rain a distant memory.
Run out of its usual Easter timeslot, the day was hailed a resounding success with
almost 35,000 people in attendance.
The A-list celebrities were headed by Miranda Kerr and Orlando Bloom who were joined
by Megan Gale, with both women elegant in traditional black.
The fascinator was out with more substantial headgear the order of the day but unlike
its Melbourne counterpart, there was hardly a top hat and tails to be seen.
Just like last week at the Golden Slipper, Gai Waterhouse and two-year-old Sebring
were to the fore in the AJC Sires' Produce Stakes with the colt's large band of owners
once again matching the jockey's silks in purple scarves and ties with white stars.
Waterhouse was resplendent in black and pink and while the pretty frocks were on display,
footwear was of a practical kind with the ground soggy underfoot.
The AJC Australian Derby is one of the oldest races in the country but it was plundered
by the New Zealanders with Nom Du Jeu beating compatriot Red Ruler and Melbourne horse
Littorio third.
Sydney trainers were again left out in the cold when Victorian sprint star Apache Cat
beat Reigning To Win and cult hero Takeover Target in the TJ Smith.
Apache Cat has his own fan club and the most distinctive white face in the country.
The Doncaster Handicap was a triumph for trainer Chris Waller and big-race jockey Glen Boss.
For Waller, who is about to take up training for Bob Ingham who spent $18 million at
the Easter Yearling Sale, Triple Honour was his first Group One winner while for the flamboyant
Boss it was his third successive win in the race.

Today's Birthday August 18: Rosalynn Carter, former American first lady (1927 - )
Rosalynn Carter, the wife of former US president Jimmy Carter, is well-known for her
advocacy for the arts as First Lady.
Born on August 18, 1927, in Plains, Georgia, Rosalynn was the eldest of four children
and her family were prominent church and community members.
Her father died when she was 13, leaving her mother to take up work as a dressmaker.
Rosalynn worked alongside her mother as well as going to school and looking after her
younger siblings.
Despite her circumstances, she managed to finish high school and enrolled in Georgia
Southwestern College.
She met her future husband, who was home from the US Naval Academy at Annapolis, after
completing her first year.
After their first date, Carter told his mother, "she's the girl I want to marry", and
they did in 1946.
The young couple moved to Virginia for Carter's first naval posting.
When his father died in 1953, Jimmy quit the service and the couple moved back to Georgia.
Rosalynn took up full-time work and he husband entered politics in 1962, and won a
seat in the Georgia Senate. He became Governor of Georgia in 1970.
Carter began his presidential campaign in 1976, which Rosalynn enthusiastically supported.
During her husband's presidency, she independently rallied for funding for the arts
and awareness of mental illness.
Her autobiography, First Lady From Plains, was published in 1984. She is the vice chair
of the Carter Centre which promotes peace and human rights worldwide.

Qld: Man charged over stabbings
Police in Brisbane say they've charged a 28-year-old man .. over two random stabbings
in the busy CBD shopping precinct.
A 24-year-old man was stabbed on Tuesday in the Myer Centre while a 33-year-old was
attacked in the Queen Street Mall on August 5.
Both men were stabbed in the neck.
Police say they were tipped off by the public .. after the release of surveillance
footage in relation to the second stabbing.
The 28-year-old Ashgrove man will appear in Brisbane Magistrates Court today .. charged
with two counts each of unlawful wounding and intending to cause grievous bodily harm.
Police have thanked the public for their assistance.

NSW: Big Anzac Day crowds expected statewide
The RSL expects record crowds at Anzac Day services across New South Wales tomorrow.
About 25 thousand people attended the dawn service at the Cenotaph in Sydney's Martin
Place last year .. to mark the 90th anniversary of the ill-fated landings at Gallipoli
in 1915.
That was 10 thousand up on the previous year.
State RSL president DON ROWE says there are no more World War I veterans left to march
.. and an ageing number of World War II vets .. so people want to show their thanks while
they can.
Mr ROWE says there will be more people at Anzac Day services wherever there's a memorial
.. whether it be in Sydney's Martin Place or on the side of a country road.
At Broken Hill .. in the state's far west .. 250 service men and women are tipped to
march through the streets of the city of 20 thousand people.
And Bathurst RSL .. in central New South Wales .. is expecting up to 400 people to
brave early morning temperatures as low as minus 2 degrees for the dawn service.

- Zi Corporation's (NASDAQ: ZICA) (TSE: ZIC) revenue increased 32 per cent over the same nine-month period last year. In addition Zi Corporation delivered improved results during the third quarter with the company reporting a 59 per cent decrease in net loss compared to the second quarter 2001. Zi's funds applied to operating activities were within $1.8 million of break-even for the three-month period ended September 30, 2001.
"By establishing a diversified customer base, Zi has built a strong position moving into 2002. Despite industry turbulence we have held our revenue steady and narrowed our loss," says Michael Lobsinger, chairman and chief executive officer, Zi Corporation. "When the wireless and telecom sectors recover, we are well positioned to realize accelerated growth as we have only scratched the surface on revenue potential from our 48 licensees. eZiText(TM) enabled products in the market now number 52, with several times this amount expected a year from now."
Third quarter highlights
- Revenue increased 32 per cent over the same nine-month period last year
- Funds applied to operations within $1.8 million of break-even for the

License, implementation and royalty revenue grew 28 per cent in this quarter over third quarter last year, despite two of the company's largest clients generating lower revenue. The nine additional revenue-generating clients, delivered more than enough revenue to offset the decline from these two clients. Of Zi's 48 licensees and six marketing agreements, 11 have begun to generate revenue to date. As product implementations increase over the coming months, revenue from these clients, together with revenue from existing clients is expected to increase.
"Considering the economic and industry environment, we have made considerable progress towards positive operating cash flow," says Dale Kearns, chief financial officer, Zi Corporation. "With potential revenue streams from 37 more licensees, six marketing agreements, VoIP contracts and significant improvements in operating cost levels, 2002 holds the expectation for further growth."
On a year to date basis, total revenue was $4.5 million, up $1.1 million or 32 per cent over the year earlier period. This reflects the diversification and overall increase of Zi's customer base. Total revenue for the three-month period ended September 30, 2001 was $1.6 million, approximately even with revenues for the same period a year earlier.
Zi reported a net loss of $0.08 per share for the three months ended September 30, 2001, approximately equal to the per share loss in the same period in 2000. Increases in litigation costs together with expenses associated with the global expansion of Zi's operations and the development of Zi services resulted in a net loss of $0.36 per share for the first nine months of 2001, compared to $0.18 per share for the first nine months of 2000.
Zi holds $32.6 million in cash and short-term investments and has net working capital of $34.0 million. Zi has no debt other than equipment leases and is capitalized entirely by common stock.
All figures presented are quoted in Canadian dollars. Detailed financial statements for the third quarter ended September 30, 2001 are attached.

For more than 60 years, measurement of capacitance (C) and the dissipation factor at a fixed frequency has been a major part of the diagnostics of power transformer insulation. A new product, IDA 200 Insulation Diagnostic System, performs these same measurements over a wide frequency range. This new approach, using variable frequency, dramatically reduces the size and weight of the equipment. Also, accuracy is improved and interpretation of measurement results made easier. These and other features of IDA200 help extend average service life and reduce maintenance costs for transformers in electrical power systems.
IDA 200 measures insulation by applying a sinusoidal voltage in a selectable frequency range from 1000 Hz down to 0.1 mHz, while simultaneously measuring the current. The capacitance (C) and the dielectric loss (tan-delta / power factor) of the device being diagnosed are calculated and presented both numerically and graphically on the instrument's computer screen. By employing this method, several advantages follow. As an example, relatively low voltages (up to 200 V) are used, eliminating the heavy and bulky instruments often associated with dielectric loss measurements. Also, the problem of corrupted measurements which often is caused by mains frequency interference from adjacent HV lines in the substation is minimized.
The product uses Windows-based internal software, weighs approximately 15 kg (33 lbs) and generates test voltages up to 200 V. In addition to reading test results directly on the unit's display, there will be an optional service available whereby users can connect to an expert website on the Internet. An in-depth analysis of the results is done and, in effect, a "flag" is raised for all measurement results outside the expected.
Apart from Power Transformer Diagnostics, the IDA 200 is suitable for diagnostics on instrument transformers, bushings and paper insulated cables as well.
